The Governor's transmittal letter, dated February 9, 1994, appears below: "Dear Speaker Barnes: Under the authority of art. III, sec. 18, of the Alaska Constitution, I am transmitting a bill making appropriations to satisfy the monetary terms of collective bargaining agreements for certain public employees. This bill, if enacted into law, would make a total appropriation of $368,630 to satisfy the monetary terms of collective bargaining agreements with the Alaska Vocational Technical Center Teachers' Association and the Marine Engineers' Beneficial Association. The appropriations are necessary to satisfy agreed-upon obligations under those agreements. I urge your prompt consideration and passage of the bill. Sincerely, /s/ Walter J. Hickel Governor"
